New Francophone MAQ Subcommittee Launched in July 2000

The Francophone MAQ Subcommittee was launched in July 2000 as part of the global MAQ initiative. The Subcommittee focuses on the specific needs of Francophone West Africa and strives to sustain the MAQ initiative in the region. Subcommittee members include USAID and Cooperating Agency representatives as well as local leaders in the field of family planning/reproductive health. The following nine countries are currently represented on the Subcommittee: Benin, Burkina Faso, Cameroon, Guinea, Ivory Coast, Mali, Niger, Senegal and Togo. The full Subcommittee will convene in Dakar in October 2001.

 

Objectives, Activities and Outputs Proposed by the Francophone MAQ Subcommittee

Objective 1 Identify and document the factors that hinder or facilitate the effective integration of STI/HIV/RH components
Activity 1.1 **Conduct an assessment and analysis of factors hindering or facilitating integration**

Output

Barriers and facilitating factors documented 
Activity 1.2 Disseminate information on factors hindering or facilitating integration

Output

Information on these factors disseminated to subcommittee members, country teams and other partners 
(public, private, NGO, research groups)
Objective 2 Maximize the use of available resources through concerted 
program planning between the PNLS (National AIDS Committees) and RH programs
Activité 2.1 **Advocate USAID’s support for joint program planning between the PNLS and RH programs to facilitate the integration of STI/HIV/AIDS/RH, where appropriate**

Output

Yearly activity plan developed and implemented jointly by PNLS/RH in 2 or 3 countries
Activity 2.2 **Advocate USAID’s support for the participation of other bilateral, multilateral and governmental partners (UNFPA, WHO, UNICEF, IPPF…) so that they support joint initiatives between the PNLS and RH programs and the integration of STI/HIV/AIDS/RH components, where appropriate**

Outputs

  • Support obtained for joint initiatives from at least 2 non-USAID agencies
  • Coordination committees created in at least 2 countries
Objective 3 Promote effective integration of STI/HIV/RH into health services at the service delivery point level
Activity 3.1 **Use a performance improvement approach to determine gaps between desired and actual performance in STI/HIV/RH integration on three levels (regional, district and sub district) in 2 countries (Senegal and Benin, and possibly an SFPS country)**

  • Gaps between desired and actual performance identified
  • Interventions for bridging the gaps identified
Activity 3.2 **Review of existing RH protocols and norms to determine degree to which STI/HIV components are integrated into RH services**

Outputs

  • Integration models documented
  • Recommendations made to improve the application of guidelines
Objective 4 Promote the use of dual protection methods in RH programs
Activity 4.1  **Organize a regional workshop on dual protection**

Outputs

  • Increased awareness among health decision-makers of the concept of the dual protection method
  • Regional action plan developed
  • Dual protection method introduced in regional programs
Activity 4.2  **Monitor the application of action plans among countries neighboring the Ivory Coast**

Output

Follow-up and evaluation conducted in 3 countries (Ivory Coast, Togo and Burkina Faso)
Activity 4.3 Make dual protection documents available and accessible to subcommittee members

Output 

Research and policy concerning dual protection available in French in the 9 countries
Activity 4.4  **Promotion of the female condom**

Output

Female condoms available within the method mix in at least 3 countries (Mali, Senegal, Burkina Faso, Cameroon)
Activity 4.5 Advocate USAID’s and UNAID’s assistance to increase the availability of dual protection methods (male condom, female condom)

Output

Male and female condoms available in service delivery points in selected countries (Mali, Senegal, Burkina Faso and Cameroon)
Objective 5 Ensure stakeholders buy-in to a regional approach to the  prevention of STI/HIV
Activity 5.1 **Organize a regional advocacy workshop for improved integration of STI/HIV components into RH programs**

Outputs

  • Improved advocacy skills among country team members
  • Advocacy action plans developed
Activity 5.2 Monitoring and follow-up of advocacy action plans at the country level

Output

Resources available for country teams to conduct advocacy activities
Activity 5.3 Participate in the CISMA meeting to publicize the Francophone MAQ Subcommittee and its technical agenda

Outputs

  • Technical agenda disseminated and shared with other organizations within the region
  • MAQ tools and products disseminated and shared with other organizations within the region
