In-depth, followup interviews were conducted in September 1997 with the chiefs of the
Family Health Division, the Directorate of Womens Promotion and the Association
Togolese pour le Bien-Etre Familial (ATBEF) to assess progress toward achieving the
objectives in Togos MAQ action plan developed at the 1995 Francophone Regional MAQ
Conference. The responses demonstrated that significant progress has been made in
implementing the Togo MAQ action plan over the past two years.
For example, in June 1997, 65 participants (policymakers, key program
managers, supervisors, trainers and service providers from the Ministry of Health [MOH],
professional and nongovernmental organizations and international organizations) revised
the National Family Planning (FP) Service Policy and Standards document to include a
broader range of reproductive health (RH) services addressing:
- Maternal and child health
- Youth and men as special populations
- Gender issues
- Harmful traditional practices
Service quality criteria were incorporated in the document, including
those related to:
- Informed choice
- Confidentiality
- Infection prevention
- Technical competencies
- Monitoring protocols
The revised document has been reviewed by organizations involved in RH
programs in Togo, and was officially approved by the MOH in December 1997. Countrywide
dissemination and applications of the expanded and revised service policies and standards
among the public, nongovernmental and private sectors will be launched in February 1998,
to include revisions to pre- and inservice training curricula and service delivery
protocols, reflecting a stronger RH emphasis.
